Cable with chair 1 pin napetion 2 pin naftion 3rx 4tx 5 gnd
How do you know this?

Do you know what language / protocol the controller uses for programming / communication..... TTL , SERIAL ?

Dacio test shows correctly without 5 gnd?
Connect TX > RX , RX< TX

Connect TX of USB CABLE to RX of wheelchair controller.

Connect RX of USB CABLE to TX of wheelchair controller.

Connect GND of USB CABLE to GND of wheelchair controller.

FORGET THE DACIO TEST!!!! ... IT'S ONLY USED TO TEST THE USB LEAD.

To test the USB LEAD you use Dacio by simply connecting RX and TX of the USB LEAD together and typing ... what goes OUT the RX ( Black letters ) should be received by the TX (Green letters ).

It means that only 2 cables rx a tx should be programmed

NO! The Daico is just a loop back test to see if the tx and rx connections are good. For programming you need all three connections and programming software. The daico is NOT used for programming.

The joystick picture is to small to see anything useful.
The joystick type is unknown to me.

I see that your diagram lists pin 7 & 8 as TXD/RXD Serial....BUT it then say's TTL.

So it is TTL serial (transistor-transistor logic) rather than RS232 Serial.

Make sure your lead is TTL Serial.
