Where to get R-Net USB cable/dongle/software?

My 4 year old daughter has a PerMobil M300 that I'd like the ability to reprogram without having to wait/depend on a service tech. Right now I'm just looking to reprogram profiles/max speeds. I'm a software engineer, so I feel I can handle what's involved, but finding where and what to buy seems more difficult than it should be. I think a dealer version would suffice, but if dealer and OEM are equally expensive, I might as well just invest in the OEM, if I can find where to buy.

The OEM version is the one that they don't want you to have. And hard to get. The dealer version is very limited in capability in comparison. You can get anyone with the OEM version to enable OBP or on board programming. That does the same as the dealer version and is built in.
