Not electric, but I had some relatives that lived in Alaska for a while, while a cousin was an infant... You can't use electric blankets on an infant (they leak, which doesn't mix with electricity) so they had to wrap the LP gas tank w/ the electric blanket to keep it from freeing solid and letting the heat die...

Ditto a lot of the places in that area have electric outlets at parking spaces specifically to plug in engine warmers and battery heaters (Check out the JC Whitney catalog...)

Also when they were building the Alaska pipeline there was a policy to keep all the vehicles running ALL the time during the winter - because if they were left not running for more than a few hours the oil would congeal and the antifreeze would freeze to the point where the starter would not be able to turn the engine over, leaving the choice of let the vehicle sit to spring or tow it to a heated garage to thaw....

Even here in New England, the snow blower I used to use had a Tecumseh "Snow King" engine, which was basically a lawn mower engine, but with a lot of shrouding to direct the 'cooling' air past the muffler... It also had warning labels not to run the engine for more than 10 minutes if the temperature was above 60*F....

They can be used below zero C in icy conditions as they are designed WITH a heater pad in them already for use in a car.
