I did try to clone the good controller but wasn't successful (target controller still thinks the phantom seat is up). But I'm not an expert on the 1314 software and the 1314 help is pretty terse. The help author's English is much better than my German but there are some confusing phrasings.
I enabled advanced cloning, loaded from the good controller and saved to a file. Then I swapped controllers, enabled advanced cloning, loaded the file to the problem controller and saved it to the problem controller. It did change parameters like drive speed, etc but didn't eliminate the speed inhibit due to seat lift. When you load the file, a message appears asking if you really want to change your controller because with advanced cloning enabled you can change things above your access level. My 1314 software is at OEM level and I'm not sure what other information (if any) I changed.
The cloning process seems to always involve a Load-Save combination, whether saving to a file or retrieving a file. I'm guessing the transfer uses a temporary buffer in ram. To save to a file you first have to load from controller non-volatile memory to ram, and the reverse for loading a file.
