BM said it happened only at start .
Instead , I found it lingers through out the entire charge .
Now I set the PSU supply voltage out of that of my charge range; 24V ---- 29V .

You should ALWAYS power up the charger before connecting any battery packs to avoid issues like in the link above. Just a heads up!
