I would say that even if there is under-reporting by passengers, it is still relevant, in that you can probably assume that all airlines have the same degree of under-reporting....
It is also probably a reasonable guess that the mix of manuals vs. scooters vs. powerchairs, etc. is roughly constant...
So even if the 'real' number of damage cases, or how they are distributed varies from the numbers, it would still suggest that the odds of damage on a given airline would stay the same in terms of which ones are better or worse...
What will be more interesting is what the numbers show when Southwest and American get their acts together and supply accurate counts of total chairs transported....
