Sounds like either a bad stick / controller or a calibration issue....
When you say 'chair moves', does it move the amount / in the way you'd normally expect from putting the joystick in a given position, or is it generally weird?
If you have programming access, I'd try running the joystick calibration routine as an initial 'low cost / low effort' thing to try first, and if that doesn't help, consider trying to replace the joystick pod...
It doesn't sound like wiring since the chair does move, and probably not the motor controller if the chair moves normally in the range of the joystick that works... leaves the pod or joystick as the most likely suspects...
