Thermal circuit breaker = FUSE.... except that it's resettable. There isn't a really easy way to test them, other than having them blow more than expected... OTOH, unless they are tripped and reset a LOT of times, they aren't likely to wear out. However they can have problems due to corrosion if they are frequently soaked / exposed to weather....
For the most part you can replace with any fuse or breaker with the same or slightly higher rating - it isn't real critical...
However if you are blowing fuses, you really want to investigate and be CERTAIN there isn't a reason - such as an intermittent short, worn motor brushes, etc...
If you notice anything in the wiring harness or other bits that is warm when the fuse blows, that is a definite sign that you have other issues, and the breaker is working properly by blowing like it should...
