Bolts to hold the rims together are M6, axle is 10mm (the standard bearing I.D is 10mm)
Be careful tho, reading the feedback you don't get two nice rim halfs like in the picture, one of them has a nastly boss on it which means a lot of work to make it useable for wheelchair use :cussing

Bought different wheels but with same bolt head. It has round outside head and round inside center(no hex).

Best if you can post a close-up picture of the actual bolt.... I can't think of a standard bolt head that doesn't have a hex or other similar feature (i.e. Torx, etc) that lets a wrench grab onto it....

It seems possible but unlikely that the bolts may have been stripped out on assembly. (Some Chinese steel is less than finest quality...)

It might also be that they aren't bolts, but some sort of rivets or bolts intended to be non-removable with the idea that one would replace the entire wheel when worn, not just the tire...

Worst case, it sounds like it would be possible to drill the heads off them and replace w/ new bolts....

What is the tool used with these?

Glasses. beer

30 years ago I watched my dad trying to unscrew a nail from the wall in his office. It creeps up on you. You realise this because you arms are too short to read a newspaper.

Bolts for these wheels?

Now the original question makes sense! You couldn't see it was an Allen bolt! I did wonder
