Yes. It has to do several things.

One. Have same speed WITH motor compensation in operation under load. So up a slope!
Two. Have the ability to SPEED UP the outer motor and slow down the inner motor when you turn while full speed. Even when battery low, while voltage sags under load.

So you wont get and dont want 100% in a straight like on a flat surface.
Motor speed is usually rated at 22 volts.

In addition, the basic functional theory behind how PWM works REQUIRES that it never go all the way to 100%... PWM is based on the idea of varying the high/low ratio of a square wave, and if the signal goes high 100% of the time, it is no longer a square wave...

I forget the exact formulas, but my recollection is that most PWM devices will not work past 98-99% high.... They must have a minimum percentage of "OFF time"
