Private insurances, Medicaid, etc. may have slightly different rules but most are fairly similar to Medicare's.
So if your existing chair doesn't need any repairs, and your condition hasn't changed much, it seems unlikely that they will be willing to replace it just because you've hit a 'magic' number of years since you got the last new chair.
My manual chair is going on 10 years old, and they are still repairing it, not replacing it - but it hasn't needed a lot...
