China, see shirley...
OR ebay, monkeybike suppliers etc. You need 3.5J x 8 tubeless rims.

Most of these larger wheels will not fit a wheelchair without an adapter?

Non will.

Other than the same 120/70 tyre that I fitted to the Q700R chair. I did that by widening the stock rim to 3 inches by adding an extra "ring" making it a 3 part rim instead of two part. Look carefully... At the rim... https://www.wheelchairdriver.com/board/ ... &mode=view

Hi there where would I get an extra ring from to make it a 3 part rim making the stock rim to 3 inches?

Details...

To make the 3 spoke Q700 rims wider I used a INNER rim from a JIVE powerchair. And trimmed off the lip that normally prevents the tyre coming off. And used it as a spacer between the two halves of a Q700 rim. And longer bolts.

I have some stock rims kicking around I could do that get someone to machine the rim off.

Not all unboltable rims are the same. I choose the ones I used because the inner rim was wide. And the correct section to work as a spacer ring. The Q700 wheel rims were not suitable.
