My brake coil test 16.1 ohms, anything else I can do with It?

Test it.

Apply 12v, see if it works properly.

If so, look elsewhere. Measuse actual current. It should never exceed 1A. Should also be above zero.

I bench tested the motor it works , when I put 12 V to the brake coil wires is just sparks, so I think the coil is shorted inside.

It will spark. Its a coil. It draws high current initially then it drops away. In really really short timespan. You need to measure it. Resistance and current, and if its under 1A and the brake actually releases then its OK. Compare it to the other side. Both should be 15 ohm or less, and the same as each other.
