Got a issue with my tag vita s it is flashing up door code 7 on the exclamation mark on the dash clock.. what does the error mean? the scooter will shut off and flash this code up but switch off and on again it goes away till next time.it only does it every now and then but annoying when it does..

What makes you think year old batteries are any good?
When using mobility chargers I never got more than 10 months.

How long they last depends on a lot of things.
Depth of discharge high? Less than a year.
Cheap batteries? Less than a year.
Not balanced equally when fitted, or one battery running some device, less than a year.
Crap or incorrect algo/voltages charger? Less than a year.
Bad user charging regime? Less than a year.
A bit of all of the above? Less than a year.

Not saying that it is a battery issue. But being 1 year old isnt any garantee of anything at all. And longer than some people ever get.

batteries seem to be ok and at same voltage on each one. will have a look at the throttle pot bit and the wiring in case it has chaffed through.

What does matter is what voltage EACH INDIVIDUALLY drops to as you accelerate hard up an incline. That at least would tell you something! ut you need a fast voltmeter that remembers peak low, high etc.

Unloaded voltage tells you nothing useful. Unless you DISCONNECT the battery, wait 24 hours, and then it can give an approx state of charge. But it doesen tell you if its completely knackered or brand new healthy.

A completely knackered and completely discharged battery will read 13V or so after a short blip on a powerful charger. Its still dead, and still knackered!
A healthy fully charged battery will read 9v while crankin, recover to 12.5 to 12.7 after a heavy current like starting a car. But it still is 99% CHARGED and healthy. After 20 hours will read 13V. So which is correct? Neither, and both. Depending on impedance, peukert and battery recent history.
