Is it possible that the voltage / amps you think you are supplying has catastrophically collapsed ?I have never seen a brush motor limited in this way, but there is no other explanation .
If you are using 3 in series to get your 28v , then at least one of them is DEAD.And I always use 35 amp sla batteries in series to provide the voltage.
