I bought those on eBay, they periodically come up as "refurbished" or demo units. Cheap. I bought one demo, one refurbished. Both were effectively new in box with new cables etc all sealed up in polythene. I think they are "back door" units. Nobody pays the silly full price.
Also they are called mastech, digimess, grundig, and other names. Same thing. Different suppliers/countries. There are linear and switch mode ones. Different outputs in voltage and current.

Do you mean a 2 wire, 24V powerchair lead charger? Definitely not!
Unless you also fitted a decent high balance current BMS. Which will be a problem either straight away or in a few weeks/months when it fails, or causes charge or operational issues. So if you do that you are headded for trouble!
