BM means do a video demostrating the issue you are having and upload it somewhere like youtube so we can see what you're talking about.

Under 20? Seriously?
Are you driving with a joystick/hand?

Not sure if it will let you. Mine are all set to 100. Are you using OEM? Does it have walls set?

Accelerations:
Turn 100
Min Turn 100
Forward 100
Min forward 100
Reverse 100
Min reverse 100

Decelerations:
Turn 100
Min Turn 100
Forward 100
Min forward 100
Reverse 100
Min reverse 100

Speeds
Turn 45
Min Turn 25
Forwards 100
Min Forwards 20
Reverse 25
Min Reverse 20

There are a bunch of settings that control the allowable minimum and maximum. Intended to limit the dealer/end user to a narrow range. The OEM version allows you to move these walls.

But if you set forward accel to 20 it will take about 7 days to reach full speed...

Why on earth would you want to set Acceleration to below 20??? I hope you don't have to cross a busy road, as you'd be waiting forever. Sounds like it's a suspension problem on that chair, rather than a programming issue.

Personally it'd be useless for me if I had to set Acceleration to below 20.

That makes no sense. Casters are not connected to programming in any way. Not sure what you mean by "up and down" either!

They are supposed to. If they do it too easily they need adjusting.

So that as you add torque (power) they lift because they can climb a curb, or allow the weight on to the drive wheel for traction.

Front drive is an unstable configuration. Some control systems try to reduce the stability issue as speed increases by reducing steer sensitivity (rate) as speed increases. Those settings adjust the amount by which it happens.

ok but why on ramp? I do understand get up a small step.

How can a mechanical linkage tell the difference between acceleration, load from a curb or a ramp? And it makes no difference. You shouldn't care if they are on the ground or not while accelerating or when loaded on a curb/ramp as they are not needed or doing anything useful..

Sort of. But the tyre really needs a wider rim. And it may hit something as its taller/wider by an inch.
